Govt. Rules, Regulations being violated

Residential quarters allotted for office and training purposes 

The public servants Meherpur district  do not reside in the government staff quarters and dormitories violating the pragmatic rules. Some officials used to perform their duties even coming from neighboring districts every day and some are staying in the circuit house or public rest houses months together which is clear-cut violation of the  standing rules.  As a result setbacks are found in discharging the day to day normal  works of government and at the same time    the deserving people are being deprived of proper services from them.

Ahsanullah, Executive Engineer, Public Works Department (PWD) and Member Secretary of District Abode Committee said that the government had constructed officers quarters and dormitories by spending millions of taka for the accommodation of the employees where only two officers have been residing in the  12 seated gazetted officers dormitory and  two dormitories for the non-gezetted staff are laying unoccupied. Besides, there are three officers quarters having 18 units but only two units are occupied by two officers. As a result the buildings are going to damage by and by. 

According to rules, if anybody stays in the government quarters has to surrender his full house rent allowance  provided by the government and 7 percent  of basic pay as maintenance charges that is why they do not show any interest to stay in the government quarters.  And in the case of dormitories 10 percent for the non-gazetted staff  and 20 percent for gazetted officer’s  house rents are deducted from the total salaries. On the contrary, circuit house and duck-bungalows charge very nominal rent.  It goes without saying that the circuit house and public rest houses are considered as sojourn.  

It may be mentioned here that the office of the District  Youth Development Directorate and the office of the Upazila Fishery Officer   have been accommodated  into  two large government residential quarters. The District Abode Committee had allotted them for their office accommodation in the government quarters in the residential area that polluting the residential environment. The allotment of residential buildings came into force with effect from 1 December 2011 showing the thumb to the rules.

The former Deputy Commissioner Mahmud Hossain took an initiative to relocate the public offices from the residential areas but no effective result was reported as yet.
